All applications must be relevant to the mission of the Foundation, which is to eradicate Alzheimer disease and related dementias.
Applications will be accepted for Operating Grants (OP) and Centre Grants (CG) as described below. Please note that this material is preliminary as to form.
ELIGIBILE APPLICANTS
PARF is intent on funding the best research on Alzheimer and other dementias. PARF therefore invites as many as possible qualified health researchers in the Province of BC to compete for its grants and will accept applications from Principal Applicants (see definition below) from various communities and sectors, including researchers, scholars and health professionals affiliated with Canadian post-secondary institutions and their affiliated institutions including hospitals and research institutes.
PARF defines the Principal Applicant as a Canadian citizen or a permanent resident (e.g., a person who has been granted admission to Canada as an immigrant but who has not become a Canadian citizen) who is an independent researcher working in the Province of British Columbia and who has completed formal training in research in a discipline relevant to health research, usually a PhD or equivalent, or health professional degree with research training.
He or she has responsibility for the intellectual direction of the proposed research, and assumes administrative and financial responsibility for the grant. A Principal Applicant has some form of appointment, usually an employment relationship, with an Institution eligible to receive PARF funds in trust. This appointment:
· is the major research appointment of the Principal Applicant;
· allows the Principal Applicant to pursue the proposed research project, to supervise trainees, and to publish the results of the research; and
· obliges the Principal Applicant to conform to institutional regulations concerning the conduct of research, the supervision of research trainees, and the employment conditions of staff paid from the PARF grant.
ELIGIBLE INSTITUTIONS
PARF does not provide funds directly to researchers but to the institution/organization with which the nominated Principal Applicant is affiliated, usually as an employee. The Institution holds the funds in trust and maintains an account from which the researcher can draw. The institution will:
· be a recognized legal entity;
· be the physical location of at least one research project;
· have the necessary accounting systems and financial controls in place;
· confirm that the researcher will have an appointment, time and infrastructure that will permit the pursuit of the planned research and the freedom to publish results;
· have an impartial and accountable process in place to investigate allegation of misconduct;
· ensure that the funded project conforms with regulatory requirements (e.g. environmental, biohazard, radioactivity) where applicable, before allowing the researcher to draw on the PARF funds; and
· ensure that the funded project conforms to any other regulatory requirements, where applicable, before allowing the researcher to draw on the PARF funds.
SIGNATURES
One copy of the grant or award application must bear the signatures of the Principal Applicant, other Principal applicant(s) and Co-applicant(s), the Department Head and President of the institution (or their representatives). An institution may also require a signature from the signing authority for the faculty.
If the Principal Applicant or Co-applicant are normally the signing authority for the department, faculty, or institution, another senior official must sign instead.
The signatures of the Principal Applicant, other Principal Applicant(s), and Co-applicant(s) confirms eligibility as described above, and that the Applicant:
· accepts the terms and conditions of the grant;
· will inform PARF of changes in eligibility;
· will meet reporting requirements specific to the grant;
· will acknowledge, wherever possible, PARF’s funding assistance for the research;
· certifies that the information provided in the application is complete, accurate and consistent with institutional policies to the best of the Applicant’s knowledge. The provision of false or inaccurate information may result in sanctions, including the termination of funding and disentitlement from eligibility for future funding.
The signatures of the institution authorities confirm that the institution:
· meets conditions as set out in “Eligible Institutions” above;
· confirms that the Applicant has met or will meet the eligibility requirements;
· agrees with the content of the application and will provide the committed resources;
· agrees to the release of the public summary of the award and to the publication of the foundation’s name as a supporter of the initiative.
FUNDING to SUCCESSFUL APPLICANTS
Communication of Competition Results
PARF's decision will be conveyed in a letter to the applicant and the supervisor. Successful applicants will be given two months to accept an offer following the date of the offer. The award will be cancelled if the applicant fails to notify PARF within this time period.
Effective Date of Funding Period
Funding for awards must commence within 12 months of the date of offer.
Payment Conditions
PARF will release funds for award holders once the following conditions have been met:
· confirmation of the eligibility of the Applicant;
· confirmation of the eligibility of the Institution;
· confirmation of any overlap funding (where applicable);
· notification by the award holder if he or she does not hold the award for the full period approved, so that PARF may make a prorated reduction in the award amount;
· confirmation of financial and activity reporting (where applicable);
· confirmation that overhead indirect costs are not supported by PARF funds
Unused Funds
All grants paid to an Institution's common grant account are deemed to have a primary holder, namely the Applicant whose name appears on the award notice. The secondary holder is the Institution administering the grant. Grants that have not been renewed or extended or that have had to be terminated, or project grants that have been completed may contain residual balances of funds allocated in prior years and/or issued in the current fiscal year. PARF may adjust their next payment to the Institution for any current-year funds not required for the purpose for which they were granted, or required that unused funds be returned to the Foundation (PARF).
